From Viceroy, 8th November 1912.
Importation Turkish and Persian opium to Hong Kong. 1 should be glad to know whether the legislation contemplated by Hong Kong has beef carried through actually. We trust that whatever decision arrived at Indian opium will be placed on exactly same footing as Persian opium, both as regards Hong Kong consumption and as regards facilities for trade with Japan.
